On Jun. 13, 1970, Decorations Law Enforcement Decree #5035 was enacted. This new decree only dealt with the Merit Medals. There were no changes to the number of Merit Medals, nor in the award criteria, but the physical appearance was changed from the 1967 series with the addition of enamels to the planchets. The ribbons are described as 40 mm high x 36 mm wide. The pattern for the stripes is 4 mm, 1 mm, 10 mm, 5 mm, 10 mm, 1 mm and 4 mm, which are the same dimensions as the previous 1967 series. (No explanation is given for the 1 mm missing from the width.) Each medal has a 36 × 10 mm ribbon bar and a 12 × 8 mm lapel pin. It is unknown why the Enforcement Decree, does not list the stripe colors for the National Security and Industrial Service Merit Medals. Because all the other colors in this series match the previous 1967 series, the stripe colors from that series are being used here.
The following Merit Medals are listed by their precedence.
- The National Foundation Medal 건국포장 (建國褒章) ribbon is light blue 담청색 with 군청색 navy-blue stripes.
- The Civil Merit Medal 국민포장 (國民褒章) ribbon is a purple (violet) 보라색 with blue 청색 stripes.
- The Military Merit Medal 무공포장 (武功褒章) ribbon is a light yellow 담황색 with red 주색 stripes.
- The Service Merit Medal 근정포장 (勤政褒章) ribbon is a blue 청색 with yellow 황색 stripes.
- The National Security Merit Medal 보국포장 (保國褒章) ribbon is orange 등색 with red 적색 stripes.
- The Diplomatic Service Merit Medal 수교포장 (修交褒章) ribbon is pink 담홍색 with 진갈객 brown stripes.
- The Industrial Service Merit Medal 산업포장 (産業褒章) ribbon is light green 담록색 with yellow 황색 stripes.
