National Assembly Speaker Shin Ik-hee
Dear President Syngman Rhee
Proposal to award medals to General MacArthur, Commander-in-Chief of the UN Forces, and the late General Dean
We agree with the opinion of the President who promised to award the First Class Medal to General MacArthur, Commander-in-Chief of the UN Forces, who made remarkable achievements through heroic battles in resolving the incident in our country, and also to the late General Dean, Commander of the 24th Division, who embodied the purification of the military spirit through his fierce fighting in the Battle of Daejeon for the justice of humanity and the freedom of Korea. It was decided at the plenary session of the National Assembly today to award the first-class medal, so I hope that you will show mercy.

Footnote: In the original Google Translate, it rendered General Dean as the “late General Tat” and as the “late General Dut”. General William F. Dean became separated from his unit on July 20, 1950. He was listed as MIA and at the time this was written, many believed he was KIA. It wasn’t until Dec. 24, 1951, that General Dean was confirmed to be a POW.
